Olzhas Bektenov held a meeting on strengthening the diversification of the economy of the Mangystau region and unlocking the transport, logistics and tourism potential of the region
Prime Minister Olzhas Bektenov held a meeting on the development of the Mangystau region. The key task is to fulfill the instructions of the President, voiced in the Message "Fair Kazakhstan: law and order, economic growth, public optimism", to ensure sustainable socio–economic progress through improving the well-being of the population in the regions and solving strategic tasks. The reports of the akim of the Mangystau region, heads of relevant ministries were heard.
Measures for the development of key sectors of the regional economy, including transport and logistics, the fuel and energy complex, municipal infrastructure, and the tourism cluster were discussed.
The head of the Government was informed that the Comprehensive Plan for the socio-economic development of the Mangystau region from 2021 to 2023 ensured an increase in the gross regional product by 50% – up to 4.5 trillion tenge.
For the period up to 2025, it is planned to implement 259 measures in the amount of 1.8 trillion tenge.
Taking into account the strategic importance of the Mangystau region for the transport and logistics industry of the country, the issues of infrastructure development were considered, including the planned reconstruction of sections of highways of national importance with a length of 680 km, the construction of a container hub based on the port of Aktau, etc. It was noted that the expansion of the seaport, aviation and railway infrastructure, the provision of various types of services and improving their quality should be a priority.
Minister of Transport Marat Karabayev reported that over the 10 months of this year, the volume of traffic along the TM corridor increased by 68%, and container traffic increased 2.7 times.
2.3 million tons of cargo were transported by rail, 6.3 million tons by sea, which is 3% more than in 2023.
The Head of Government stressed the need to develop an aviation hub in the Mangystau region. The Ministry of Transport, together with the Ministry of Energy and KazMunaiGas, was instructed to work out issues of direct supplies of aviation fuel to the region, as well as increasing subsidized domestic flights to new destinations with the involvement of foreign airlines. At the same time, it is important to develop the railway infrastructure for the growth of passenger routes to the Mangystau region from other regions.
Olzhas Bektenov focused on the importance of strengthening efforts to attract potential investors to expand the Aktau Seaport Free Economic zone. At the same time, during the implementation of projects, it is important to create permanent jobs for residents of the region. Following the results of 11 months of this year, 14 projects were launched with the creation of 525 jobs.
Today, 17.2 thousand people are employed in the manufacturing industry of the region. Minister of Industry and Construction Kanat Sharlapayev reported that in order to create permanent jobs in the industry, work is underway to find investors. Currently, 19 promising projects worth 1.5 trillion tenge are being worked out with the creation of 3.9 thousand jobs.
In the field of energy, the relevant Ministry has set tasks for the modernization of the MAEK, which is included in the list of 19 energy sources of the "red risk zone", thermal and electrical trunk and intra-block networks. Earlier, 5 billion tenge was allocated from the republican budget for the stable operation of the MAEK. The necessity of solving the issues of heat and water supply was noted.
"In the region, a big problem is the high wear and tear of the intra-district heating networks. Since the beginning of the heating season, 225 gusts have been recorded, the level of deterioration of Aktau water supply networks is 82%. We know that the city's population complains about the lack of water. These are the issues that the akimat of the region should solve first of all. The Government is providing support," Olzhas Bektenov stressed.
The Ministry of Industry and Construction has been instructed to assist the Akimat.
The work carried out to implement the task set by the President for the development of tourism, including the Kenderli resort area, was also reviewed. As part of a comprehensive plan aimed at the long-term development of the Mangystau region as an international center for beach tourism, 64 events worth 165.1 billion tenge with the involvement of private investments are planned until 2030.
Among the priority projects is the creation of the resort areas "Warm Beach" and "Kenderli". These measures will increase the number of tourists to 1.3 million people and expand the hotel infrastructure of the region. The Ministry of Tourism was instructed to provide maximum assistance to the akimat in developing a Master plan for the development of tourism in the region.
