Aktau residents complain about installed ATM in high-rise buildings

That year, the akimat installed about 496 automatic control units in 12 residential districts, which should help regulate heating. However, it turned out that in many houses the heat only got worse.
Residents have different complaints: some talk about poor heating, others complain about unevenly heating batteries. And some people lost hot water in their homes after connecting the ATM. The akimat also assures that the automatic control systems were installed in order to control the heating supply to the apartments. But in fact, people were left with cold batteries.
It is not the first year that residents of the harsh and arid Mangystau have felt an acute shortage of water. At the end of last year, another problem was added to this pressing problem - very weak heating, and in some houses it almost never happens. The main reason for the disgusting heat supply is the critical condition of the equipment at the power plant and the wear of the mains. And the second, and not least, is the automatic heating devices installed in the basements of houses.
For several years now, in winter, citizens have been complaining about the low temperature in their apartments. In this regard, the Aktau leadership decided to settle the topical issue with the help of the ATP. Maslikhat supported the initiative, 1.5 billion tenge was allocated from the budget and 496 units of such equipment were purchased.
A contractor was invited, who this year has installed 400 heating points in 12 residential districts of the city. But, apparently, the principle of their work was not thoroughly studied, because in fact they only aggravated the situation. Appliances began to fail, people were left without heating at all, and icy water flowed from hot taps.
This is evidenced by numerous appeals from residents to the Housing and Communal Services Department and the housing Inspectorate.
An ATP is an installation that transfers thermal energy from an external source, such as a thermal power plant, to a heating or hot water supply system for residential and industrial premises.
They are equipped with automatic weather control, which is used to save energy resources and distribute them evenly, as well as regulate the flow of coolant and ensure its forced circulation through pumps. Such items consist of a heat unit, shut-off valves, pumps, filters, measuring instruments and electronic equipment. But what kind of redistribution of excess energy can we talk about if there is not enough heat?
In order for automated systems to work accurately and perform their functions, first of all, it is necessary to observe all the parameters of the coolant, which is the IEC. But this once-powerful enterprise is struggling and unable to provide vital resources to the regional center, which is growing before our eyes due to the construction of new neighborhoods and the dotted development of old residential areas.
Even if Aktau had not increased in size, even then the plant, which was commissioned in the early 60s of the last century and had never undergone major repairs, would have had a very difficult time. And if we take into account the current size of the city and the additional burden on outdated infrastructure, it becomes clear that the situation is, to put it mildly, a dead end.
The temperature of the heat at the outlet of the MAEC is lower than necessary. Reaching the city limits, it naturally decreases even more. In addition, additional losses of gigacalories arise due to open communications, which are not in a hurry to close after repairs in a particular neighborhood.
"In Soviet times, the energy supply was subject to strict control. The system operated on the principle of elevator regulation. The coolant is brought to the set temperature, different pressure was created on the supply and return. Deviation from the parameters was not allowed. The necessary pressure drop led to rapid circulation, and the circuit worked like clockwork. Currently, the opposite is true: due to non-compliance with the technology, the pressure at the return line usually exceeds the supply. This creates a negative delta. Incorrect setting of heating points is also possible. Then where does the heat in the radiators come from? In my opinion, in the current situation with the deplorable situation of the power plant, this is a completely ill-considered decision and just an imitation of violent activity to distract the eyes. How could you not have calculated all the consequences of this adventure," says Vasily Babichev, a heating engineer and former site supervisor at a heating and sanitation company.
To what has been said, he adds that, in theory, the installation of the ATP should have started in order - from the lower neighborhoods, which are closer to the MAEK, so that excess heat, if any, could be pumped further. But in this case, for some reason, the installation started from the tail. Although even if it were from the bottom, it would hardly have the expected effect - nothing will work without a high temperature of the coolant. Either the lower neighborhoods will be left without heating, or the upper ones. Trishka's caftan, in a word: if you cover your shoulders, your legs are bare, if you pull it over your legs, your sternum will freeze.
To date, the ATP is listed on the balance of gorakimat. Next year, they need to be transferred to condominiums, AXIS, KSK, etc., securing the transfer legally. If such organizations of apartment owners are not established in a particular building, then they should be given to housing and communal services.
But neither the homeowners nor the maintenance offices are thrilled with this prospect. Who should be responsible for the professional maintenance of these devices? That's the question. An ordinary plumber is poorly versed in the intricacies of complex automated mechanisms, and specialists are needed here. It is no secret that there is a catastrophic shortage of engineering and technical personnel in the country, and the Mangystau region is far from an exception.
This is confirmed by Daud Chapkanov, chairman of the company of the same name, which serves homes in both the upper and lower zones.
"It is virtually impossible to find personnel capable of servicing heating devices installed, in general, for good purposes. The residents' claims are fair and understandable. But we can't jump over our heads. The repair and adjustment of the ATM is not in our competence. The contractors who installed them have done their job and are no longer responsible for anything. Installation is one thing, but the diagnosis and configuration of know-how devices is quite another, more subtle and complex matter," complains Chapkanov.
There are literally only a few qualified workers who understand the specifics of this technique, they conduct individual activities under a contract.
Due to the shortage of such specialists, an unsightly picture is being observed when modern expensive equipment has been purchased and installed, and there is no one to monitor it, let alone repair and configure it.
In order not to bring the ATP to a breakdown, according to the instructions, their regular prevention is required. Of course, no one does this. And if such events are held, then in isolated cases, which is rather an exception to the rule.
Practice has shown that after installing the devices, they were left to fend for themselves. Many heating points turned out to be unviable and are now useless scrap metal in the basements of Aktau high-rise buildings and dead weight, which at the same time buried the hopes of Aktau residents for comfortable living in their own apartments.
Thermal devices were literally imposed on people without asking their consent. In houses that had already been built, they were installed by order of the akimat, and when accepting new buildings, the requirement for the presence of an ATM became mandatory. That is, the tenants were left with no choice: they put it where they wanted. However, they did not take into account the realities of the current moment - a huge load on worn-out highways and a decrepit power plant that could not cope with a deliberately impossible task.
