This was announced at a briefing at the Center for Public Communications by Nurlan Kidirbayev, director of the branch of the NGO "Social Health Insurance Fund" in the Mangystau region.
87.2 billion tenge was allocated for the provision of medical care to the population of the region in 2024 - 47.8 billion tenge for the guaranteed volume of free medical care (GOBMP) and 39.4 billion tenge for compulsory medical insurance.
According to him, in 2024, 83 medical centers provided assistance to the population - 26 public and 57 private. In 2025, contracts were signed with 87 medical organizations.
The speaker informed that most of the costs are inpatient medical care – 19.5 billion tenge, another 1.9 billion tenge are day hospital services.
"Consulting and diagnostic services (CDUs) are in high demand, which include expensive types of diagnostics, consultations with specialized specialists, as well as laboratory tests. In particular, 2,372 computed tomography services in the amount of 44.0 million tenge and 1,168 magnetic resonance imaging services in the amount of 33.2 million tenge were provided during the year. The number of dental services is also increasing: they were provided for a total of 1.3 billion tenge. In general, CDU's PHC services were provided in the amount of 6.1 billion tenge. High-tech operations are performed daily at the expense of the MSHI, with the cost of one being several million tenge. A total of 495.3 billion tenge was allocated to VTMU. The demand for medical rehabilitation services is also growing - during the specified period it was provided in the amount of 2564.5 billion tenge," Nurlan Kidirbayev noted.
Outpatient drug provision is another important area. In 2024, 360,608 prescriptions worth 7 billion 687 million tenge were issued for outpatient drug provision (ALO) under the GOBMP and CSHI.
According to the director of the branch, the fund, as a financial operator, cannot organize and improve the quality of medical care. This is the competence of health departments and the management of medical organizations.
For its part, the fund can direct financing to priority areas, thereby increasing its accessibility. It can only indirectly influence the quality of medical care by providing only analytics and recommendations, as well as identifying problems with the provision of medical care.
The Social and Medical Insurance Fund, as Nurlan Kydyrbayev noted, systematically monitors the quality and volume of medical services provided to the population. According to the results of the monitoring conducted last year, more than 370,000 defects were identified, for which measures were taken.
According to Nurlan Kidirbayev, the fund has a department for assessing the quality of medical care and monitoring contractual obligations to protect patients' rights. Since the beginning of the year, the branch of the Social Health Insurance Fund in the Mangystau region has received 2,781 appeals, 1,033 of them complaints.

It should be noted that today there are 138 thousand Mangystau residents in the region who have remained outside the compulsory health insurance system (uninsured). This creates certain problems with the provision of medical services by the population of the CSHI package.
However, as the speaker added, they always have the right to receive medical services within the guaranteed amount of free medical care.
